İzmir Municipality Museum of Joy and Caricature specifications of The 1st International Contest of Caricature on Izmir / Turkey 2 April 2013

1-PURPOSE: In 2012, İzmir Konak Municipality founded the Museum of Joy and Caricature with the aim of emphasizing the “peaceful”, that is, the “connective” power of humor as much as its “criticizing” power and creating an enjoyable culture environment.
“The 1st International Contest of Caricature on İzmir” was organized with the purpose of contributing to the development of İzmir in terms of tourism by asking the question “What does İzmir evoke in you from the perspective of a caricaturist?”.
2-SUBJECT: The subject of the contest is İzmir. Artists wishing to participate in the contest must handle and visualize at least one of İzmir’s actual or historical elements in a concrete or suggestive manner with humor.
3-TERMS OF PARTICIPATION:
3.1- Caricaturists from all over the world – professional as well as amateur – can participate in the contest. There is no age limitation.
3.2- Caricaturists can participate with previously published works or works with which they participated in other contests before but did not receive any reward. Works must be constructed upon the artist’s original idea. The selection committee shall omit works which it decides to be imitation, stolen or over-inspiration. Author of any work which received an award but was later detected to have such flaws shall be the sole addressee of copyright problems which might arise and accepts in advance to return the award he/she obtained.
3.3-Each participant can participate in the contest with maximum three caricatures.
3.4-Works participating in the contest shall not be returned but shall be added to the collection of the Museum of Joy and Caricature. Works which receive awards can be used by Konak Municipality in posters, brochures and all kinds of promotional materials with cultural purposes.
3.5-Those from among the caricatures participating in the contest which are deemed as worthy to be exhibited shall be exhibited and included in the album to be formed. Owners of the caricatures that are exhibited will be sent an album and a certificate of participation.
3.6-Artists participating in the contest are deemed to have accepted the terms above.
4-SIZE OF THE WORKS: Drawing technique for the works to be sent to the contest is free and works can be colored or black and white. Sending the original copy of the works will be an advantage. Digital prints will also be evaluated as long as they bear original signature. In both cases, works should not be affixed to another surface. The size of the caricatures must be minimum A4(210x297 mm) and maximum A3(297x420 mm).
5-LABELING THE WORKS: On the back of the works, the artist’s name, surname, telephone number, internet and postal address shall be written. The artist’s photograph not smaller that 6x9 cm and a short life story shall be included in the envelope. Participants younger than age 18 who are citizens of the T.R. shall include their date of birth, T.R. identification numbers and signature of their legal guardian stating that they accept the terms of the contest.
6-SENDING THE WORKS: The works must be delivered to the related address by
02.04.2013 by post or by cargo or by hand against receipt. Works which are damaged before
being delivered shall not be accepted.

MUNICIPALITE DE IZMIR KONAK MUSEE DE LA JOIE ET DE LA CARICATURE

CAHIER DES CHARGES DU 1er CONCOURS INTERNATIONAL DE CARICATURE A SUJET IZMIR
1. OBJECTIF : La Municipalité de Izmir Konak a fondé en 2012 le Musée de la Joie et de la Caricature dans l’objectif de pouvoir créer une institution culturelle joyeuse et mettre en avant la puissance « de la paix » soit « conciliante » au moins autant que la puissance de la « critique » de l’Humour.
En demandant « que vous évoque Izmir avec l’oeil d’un caricaturiste ? » et dans l’objectif de contribuer au développement et à la présentation du tourisme d’Izmir, il a été décidé l’organisation « du 1er Concours International à sujet Izmir ».
2. OBJET : Le sujet du concours est « Izmir » et l’artiste allant participer au concours doit prendre en main et visualiser dans son oeuvre au moins un des sujets historiques et actuel d’Izmir concrètement ou en suggestive.
3. LES CONDITIONS DE PARTICIPATION :
3.1. Tous les caricaturistes mondiaux professionnels, amateurs peuvent participer au concours. Il n’y a pas de limite d’âge.
3.2. Les caricaturistes peuvent avoir participé à un autre concours ou avoir été publié auparavant, par contre ils doivent ne pas avoir obtenu de prix et doit être fondé sur l’idée originale de l’artiste. Le conseil choisis extraira du concours les oeuvres qu’il a déterminés comme imitation, vol, inspiration excessive. L’auteur de chaque oeuvre déterminée par la suite comme portant ces défauts alors qu’il a obtenu un prix sera l’unique destinataire des problèmes de droit d’auteur pouvant apparaitre et accepte à l’avance de redonner le prix qu’il a obtenu.
3.3. Un concurrent peut participer au concours avec au maximum trois caricatures.
3.4. Les oeuvres allant participer au concours ne seront pas retournée, elles seront prises à la collection du Musée de la Joie et de la Caricature, les oeuvres obtenant un prix pourront être utilisées par la Municipalité de Konak avec objectif culturel dans toutes sortes de matériel de présentation comme des affiches ou des brochures.
3.5. Des caricatures participant au concours, celles considérées comme de valeur à être présenté par le conseil sélectif seront exposées et prendront place dans l’album à établir. Un album et un certificat de participation seront envoyés à chaque propriétaire de caricature exposée.
3.6. Les artistes participants au concours sont considérés comme ayant accepté à l’avance les conditions indiquées ci-dessus.
4. LA DIMENSION DES OEUVRES : Dans les caricatures à envoyer au concours, la technique de dessin est libre et les travaux pourront être en couleur ou noir et blanc. Le fait que les oeuvres soient en original formera un point en profit. A condition d’être avec signature manuscrite, les imprimés digitales seront aussi pris en évaluation. Dans les deux situations, les oeuvres ne doivent pas être collées sur un autre fond. Les caricatures doivent au moins dans les dimensions A4 (210x297mm) et au maximum A3 (297X420 MM)
5. LE MARQUAGE DES OEUVRES : A l’arrière des oeuvres seront inscrits le nom-prénom, le numéro de téléphone, les adresses Mail et postale de l’article, dans l’enveloppe d’envoi sera ajouté une photographie d’au moins 6x9 cm avec un court texte de leur histoire de vie. Les candidats de nationalité Turque de moins de 18 ans doivent ajouter leur date de naissance, leur numéro d’identification R.T., les signatures de leurs représentants légaux comme quoi ils acceptent les conditions.
6. L’ENVOI DES OEUVRES : Les oeuvres doivent atteindre jusqu’en date du 02.04.2013 l’adresse concernée avec la poste ou le cargo ou bien à la main contre une quittance. Les travaux endommagés avant la réception ne seront pas pris au concours.

Les résultats seront publiés avec la voie à la fois d’Internet à la fois de la Presse dix jours après être rendus définitif.

SPEZIFIKATIONEN UND BEDINGUNGEN FÜR DAS 1.INTERNATIONALE KARIKATURENWETTBEWERB MIT DEM THEMA “IZMIR”
1-ZWECK :Die Stadtverwaltung von Konak-Izmir hat im Jahre 2012 das Museum für Humor und Karikature eröffnet, um nicht nur die kritisierende Seite und Staerke, sondern auch die versöhnende und einander bindende Seite und Staerke vom Humor hervorzuheben und ein fröhliches Kulturzentrum zu erschaffen.
Mit der Frage : “Was ruft Izmir bei Ihnen als Karikaturist auf?” und dem Ziel, Izmir als Kultur- und Tourismusort zu unterstützen und zu fördern wurde beschlossen das 1. Internationale Karikaturenwettbewerb mit dem Thema “Izmir” zu veranstalten.
2-THEMA : Das Thema des Wetbewerbs ist “Izmir” und der Teilnehmer soll mindestens eine gegenwaertige oder historische Eigenschaft oder Staette von Izmir konkret oder suggestiv karikaturistisch bearbeiten und visualisieren.
3-TEILNAHMEBEDINGUNGEN :
3.1- Am Wettbewerb können alle, sowohl professionelle als auch Amateurkarikaturisten weltweit teilnehmen. Es besteht keine Altersbeschraenkung.
3.2- Zeichnungen von Teilnehmern können schon zuvor veröffentlicht oder auch an anderen Wettbewerben teilgenommen worden sein, unter der Bedingung, dass diese keine Auszeichnung gewonnen haben und auf der künstlichen Originalidee des Teilnehmers basieren. Der Wahlausschuss wird Werke, die starke Nachahmungen oder Plagiate vorzeigen bzw. Überzeugung dessen besteht, aus dem Wettbewerb eliminieren. Falls ein Werk nominiert und dies danach festgestellt werden sollte, ist der Künstler der Alleinverantwortliche für etwaige Ansprüche auf Urheberrecht und akzeptiert von vorn herein, die Nominierung zurückzugeben.
3.3- Ein Teilnehmer kann mit maximal 3 Karikaturen am Wettbewerb teilnehmen.
3.4- Die Karikaturen werden nach dem Wettbewerb nicht an die Teilnehmer zurückgegeben, sondern in die Sammlung des Museums für Humor und Karikatüre hinzugefügt. Die Werke, die nominiert werden, können als Werbematerial für Kulturwerbung in Broschüren und aller Art von Werbung benutzt werden.
3.5- Die Werke der Künstler, die an diesem Wettbewerb teilnehmen und vom Wahlausschuss als geeignet angesehen werden, werden ausgestellt und in einem anzufertigen Album veröffentlicht. Jeder Teilnehmer, dessen Werk ausgestellt wird, wird eines dieser Alben und ein Teilnehmerzertifikat erhalten.
3.6- Jeder Teilnehmer bestaetigt von vornherein, dass er/sie oben aufgeführte Bedingungen akzeptiert hat.
4-DAS FORMAT DER WERKE : Es besteht keine Einschraenkung in der Zeichentechnik der Kunstwerke, die für die Teilnahme am Wettbewerb geschickt werden. Diese können sowohl schwarz-weiss, als auch farbig sein. Die Originalitaet der Kunstwerke (keine Kopien) wird als ein Pluspunkt bei der Bewertung gelten. Digitale Drucke werden unter der Bedingung, dass sie signifiziert mit der Originalunterschrift (keine Kopie) des Künstlers sind, auch bewertet. Bei beiden Optionen dürfen die Kunstwerke nicht auf einen anderen Untergrund aufgeklebt sein. Die Zeichnungen sollen mindesten in A4 (210*297mm)- und maximal in A3(297*420mm)-Grösse sein.
5-DIE VERZEICHNUNG DER WERKE : Auf der Hinterseite des Kunstwerkes soll Name und Nachname des Künstlers, Telefonnummer, Email- und Postanschrift stehen, als auch ein Lichtbild mit Minimalgrösse von 6*9 cm und ein kurzer Lebenslauf in den Umschlag hinzugefügt werden. Türkische Staatsangehörige unter 18 Jahren vermerken bitte ihr Geburtsdatum, ihre Ausweisnummer und die schriftliche Akzeptanz der oben aufgeführten Bedingungen und die Genehmigung der Teilnahme am Wettbewerb ihrer ofiziellen Vormünder.
6-DIE ZUSENDUNG DER WERKE : Die Kunstwerke können per Post oder Fracht verschickt oder gegen einen Beleg vor Ort an die veröffentlichte Postanschrift abgegeben werden und müssen bis spaetestens 02.04.2013 eingetroffen sein. Kunstwerke, die vor Eintreffung beschaedigt wurden, werden vom Wettbewerb ausgeschlossen.
